Спросил я у продавца с чем это связано. Вот его ответ:
Emergency issue notes such as the Hawaii and North Africa notes were an issue that was hastily printed and distributed for and during WW II. In some cases the machines that were used for the printing and cutting process of other notes (mainly USN red seals) were used for the emergency notes also. There is a slight difference in size from a silver certificate, an emergency note, or even a federal reserve note. The emergency notes were printed and distributed about the same time as the 1935 F/G $1 and 1934 D $5 silver certificates, also the $2 and $5 USN red seals of the 1928 F and G series. If you were to take a random selection of notes from these different type and series, you would likely find several with a slight size difference. Post depression era and WW II era notes were not printed, cut and distributed in a very organized manner. Case and point would be how many "Mule" notes were issued during that time period also. Whole different subject on "Mule" notes.
Sorry for the extensive rambling. I do somewhat enjoy informing what and where I can with knowledge I have. I do hope it is understood/explained well enough. If not, ask away again.
Если кратко, то это нормально
